Rushford Town Board Minutes

The Town of Rushford October Board meeting was called to order at 7:00 pm by Chairman Thomas Egan followed by the Pledge of Allegiance.  Roll call was taken with Tom Egan, Jerry Schoonover, Patrick Kafer, Kathryn Lewis and Peggy Hendricks present.  Also present for all or part of the meeting: 8 additional persons per attendance record on file, although several others were present, but did not sign in.

 

Statement of Public Notice:   Notice of this meeting and the zoning-planning committee meeting was posted at the Town Hall, the town web page, the Waukau post office and the corner of K&E in Eureka  Notices were mailed to Town Board members and the Zoning Administrator.  

 

 Clerks Report & Minutes:    Motion by Schoonover, 2nd by Kafer to approve the minutes as presented for the September Town board meeting.  Motion carried. 

 

Treasurers Report was given by Kathryn Lewis.  The balance at the end of September in the general account is $345,714.85.    Motion by Kafer 2nd by Schoonover to accept the treasurer’s report. 

Discussion:  Tom Egan inquired about the entry of the voided and re-issued check to Kyle Kafer.  Motion carried. 

 

Payment of invoices:  Peggy Hendricks approved and submitted to the board the bills for October in the amount of $78,254.67 for approval of payment.  Motion by Kafer, 2nd by Schoonover to pay October bills as submitted. 

 

Public Input:  Pat Schoonover stated that it seems like during recycling pickup, the recyclables are going in with the trash.  Mr Egan stated that he knows that the trucks have more than one bin. He also spoke on having a walk bridge in Waukau.  He had talked to the Hwy Department and they stated that there is nothing at this time that the county or state can do.  The Town could pursue this if they wanted to.  An easement would have to be granted by three property owners and an attorney would have to be contacted.

 

Communications & Correspondence:  Peggy Hendricks stated that they received the estimated 2013 Shared Revenue payments for 2013 from the Department of Revenue.  The amount will be the same as last year of $31,061.  She also reported a flyer was received from Brian Boeckman who is an insurance agent with Spectrum Insurance Group out of Green Bay, WI.

 

New Business:  Fred Kasten explained that Meryle Langeberg would like to create a new lot around his garage on the property located on CTH E.  This property would have to be rezoned commercial after a CSM is drawn up for the parcel.  This was zoned commercial at one time.  This is zoned R-1 at this time.  Mr Kasten felt the only concern is if there would be enough room for a holding tank and to be able to service the tank.  This will have to go to the Planning & Zoning Committee.  Mary Pohlman was available to answer questions.

 

Discussion of Hall maintenance:  Peggy Hendricks stated that the read out on the office thermostat is not working. 

 

Discussion of Town maintenance:  Tom Egan stated that Ripon Truck has started cutting and brushing again.  They started on Quarry Drive.  The Highway department is working on sealing and other work on the Town Roads.  It was thought it might cost more than originally stated.  Wendy Laverenz reported there was a curve sign down on Eureka Lock Road. 

 

Tom Egan went though the 2012-2013 snow plow season rates by Radtke.  This is the 3rd year of a 3 year contract.  All the rates went up less than $2.00.  Kafer asked if we signed a 3 year contract, why there are rate increases.  Motion by Kafer, 2nd by Schoonover to sign the contract from Radtke to do the town snowplowing for 2012-2013 at the new rates.  Motion carried.

 

 

Town Zoning Committee Report – Dan Stokes:   Mr Stokes reported that they met on September 28th.  They discussed the rewriting of the Town Ordinances with Dean Kaderabek. 

 

Sheriff Department Representative:  Officer Tim Eichman was present to answer any concerns.  Mr Egan bought up speeding on Hwy 116 though Waukau especially from 6-8 am.  Mr Pat Schoonover asked about the farm equipment on the roads.  It seems especially dangerous on State Hwy 91 for they take up so much of the road and traffic is backed up so far.  Officer Eichman stated that this spring a state law passed that allows farm equipment on the roads.

 

Dog, Constable Report:  Peggy Hendricks reported that two dogs were taken in on two separate runs.

County Update by Chairman Egan:  Budget meetings will begin at the end of the month.

and the Finance & Budget workshop on September 25.

 

 

Upcoming Workshops & Meetings:  

 

3.       Winnebago Co Unit Meeting on October 4th at the Town of Oshkosh Town Hall at 6:30

4.       Wisconsin Town Association Convention in Appleton October 14-16

5.       Highway Safety workshop in Green Bay on November 16

6.       Town Board Budget Workshop will be scheduled sometime in October.

Mr Egan also stated that there will be a meeting with the board members to complete the Road Certification report.

 

Motion by Kafer, 2nd by Schoonover to adjourn at 7:50.  Motion carried.
